Kathy Shipp, MSN, RN, FNP

Ms. Shipp is a nurse practitioner in private family practice and is a member of the Texas and South Plains Nurse Practitioner Association. She is also a member of the Sigma Theta Tau International Honor Society of Nursing, a volunteer with the Parkridge Pregnancy Center, a past speaker for Lubbock Teen Straight Talk, and was recently a member of the Texas Health Disparities Task Force. Ms. Shipp received a family nurse practitioner certificate from West Texas A&M University in Canyon, a master’s degree in nursing from the University of Texas at Austin, and a bachelor of science degree in nursing from West Texas A & M.

Deborah Hughes Bell, CLU, ChFC

Ms. Bell was first appointed to the Board of Nurse Examiners in July, 2001. She was then appointed to serve on the new 13-member board that combined the Board of Nurse Examiners and the Board of Vocational Nurse Examiners in 2004. Ms. Bell was reappointed to the Board on February 17, 2005 and served as Vice-President of the Board in 2009. Ms. Bell is Vice-President of Compass Financial Strategies and serves as a board member of the Abilene Regional Medical Center, past Vice-President of the Abilene Chamber of Commerce, past member of the Society of Financial Service Professionals, and previous board member of the Brazos River Authority. Ms. Bell served on the Brazos River Authority under several governors and was the first woman to serve on the Board. She holds a chartered life underwriting designation and a chartered financial consultant designation. Ms. Bell received a bachelor’s degree in business administration/marketing from the University of Arkansas.

Patricia "Patti" Clapp, BA

Ms. Clapp is the Managing Director of Patti Clapp Consulting and retired after 24 years as Vice-President of Talent, Workforce and Education for the Dallas Regional Chamber. She is active in a number of civic organizations including: Charter 100, the Dallas Summit and serves on the American Cancer Society (ACS) High Plains Division Board and the Dallas ACS Board where she is a past chair. She has also served as chair of Headstart of Greater Dallas, the Community Council of Greater Dallas, the Tejas Girl Scout Board, the Tejas Girl Scout Foundation, the Women's Council of Dallas County, the Dallas Commission on Children and Youth, the Texas Center for Educational Research, the Texas Association of School Boards, the Richardson ISD Board of Trustees, the North Texas Association of School Boards, and the Trinity River Authority. Ms. Clapp was a member of the WorkSolutions of Dallas County Board for over 12 years. Ms. Clapp received a bachelor’s degree from the University of Oklahoma where she serves on the Board of Visitors for the College of Arts and Sciences.

Tamara Cowen, MSN, RN

Ms. Cowen is a consultant in nursing practice and currently working as an interim chief nursing officer. Previously, she was Assistant Vice-President of Patient Safety Solutions for the Valley Baptist Health System. She is a member of the Texas Nurses Association, the American College of Healthcare Executives, past secretary of the Texas Border Health Foundation, and past chairperson of the American Red Cross Audit Committee. She is a volunteer with the American Red Cross Disaster Response Team and National Council of State Boards of Nursing Commitment to Ongoing Regulatory Excellence (CORE) committee. Ms. Cowen received a bachelor’s degree from University of Texas-Pan American and a master’s degree in nursing from the University of Texas Health Science Center. She is currently board-certified as Nurse Executive-Advanced.

Sheri Crosby, JD

Ms. Crosby is a freelance attorney that practices commercial litigation and employment law. She has previously been named Outstanding Young Lawyer by the Dallas Association of Young Lawyers and the Texas Young Lawyers Association. She has received the Outstanding Clinic Attorney Volunteer Award from the Dallas Volunteer Attorney program as well as the Outstanding Minority Attorney Award from the Dallas Bar Association. Ms. Crosby participates in numerous volunteer activities including: the Bridge Homeless Shelter, Habitat for Humanity, the North Texas Food Bank, Attorneys Serving the Community, and Big Brothers Big Sisters of North Texas. Ms. Crosby received a bachelor’s degree in sociology from Emory University and a law degree from the University at Buffalo School of Law.

Marilyn Davis, MPA, BSN, RN

Ms. Davis was a member of the Texas Nurses Association, the American Nurses Association, the National League for Nursing, and the Texas Organization of Nurse Executives. She has more than three decades of professional nursing leadership, management, and fiscal experience. She is a former United States Air Force military officer (Medical Corp), university adjunct professor, clinical director, staff nurse, and has held other positions both in the private and public sectors. Ms. Davis received a bachelor’s degree in nursing from Texas Woman’s University and a master’s degree in public administration from the University of Oklahoma.

Richard Gibbs, LVN

Mr. Gibbs works with the editorial advisory board for Nursing 2011, a professional journal, and previously worked as Editor-in-Chief for LPN, a professional nursing journal, from 2005 to 2009. Mr. Gibbs is currently employed at Concorde Career Institute in Arlington and has served on the Resolutions Committee and the CORE committee for the NCSBN. Mr. Gibbs received a vocational nursing certificate from Tyler Junior College.

Kathy Leader-Horn, LVN

Ms. Leader-Horn is a quality assurance nurse with Grace Hospice of Fort Worth. She is an End-of-Life Nursing Education Consortium (ELNEC) trainer, with a focus on the care of veterans. She is an active volunteer in her community and church. She participates in the Healthy Kids Summer Lunch program, Christmas for Children's Charities and Operation School Supplies. Mrs Leader-Horn received a vocational nurse certificate from the John Peter Smith School of Vocational Nursing.

Mary LeBeck, MSN, RN

Ms. LeBeck is an ADN instructor at Weatherford College. She is a member of the Texas Nurses Association, a past member of the Association for Care of Children’s Health, the American Diabetes Association, and Sigma Theta Tau International Honor Society of Nursing. Ms. LeBeck is also a volunteer with the Juvenile Diabetes Research Foundation, past board member of the Parker County Child Advocacy Center, and a former volunteer with the American Cancer Society and New Hampshire Task Force on Child Abuse and Neglect. Ms. LeBeck received a bachelor’s degree in nursing from Augustana College, a master’s degree in maternal child nursing from Boston University, completed the University of Texas at Arlington Pediatric Nurse Practitioner program, and is certified by the Pediatric Nursing Certification Board.

Josefina Lujan, PhD, RN

Representing BSN Programs - El Paso

Dr. Lujan is Interim Dean of the Texas Tech University Health Sciences Center Gayle Greve Hunt School of Nursing. She is a member of the Texas Nurses Association; National Association of Hispanic Nurses, El Paso Chapter; the Texas Association of Chicanos in Higher Education; Sigma Theta Tau International Honor Society of Nursing; and the Association of Women in Science. She is also a Robert Wood Johnson Executive Nurse Fellowship program participant and serves on the El Paso Community College Promotora Advisory Council, the El Paso Chamber of Commerce Health Professions Shortage Reduction Task Force, and the United Blood Services of El Paso Advisory Council. Dr. Lujan received bachelor’s and master’s degrees in nursing from the University of Texas at El Paso, and a doctorate in nursing from the University of Texas Health Science Center at Houston.

Beverley Jean Nutall, LVN

Ms. Nutall was appointed to serve on the 13-member Board that combined the Board of Nurse Examiners and the BVNE in 2004 after serving on the BVNE from 2000 until 2004. Ms. Nutall was reappointed to the Board on February 17, 2005 and served as Vice-President of the Board in 2008. She was reappointed to the Board on March 17, 2011. Ms. Nutall is a pediatric nurse at University Pediatric Association in College Station. She is a board member of the Prenatal Clinic of Brazos County, and a volunteer nurse at Scotty’s House Child Advocacy Center. She is a past board member of the American Association of Office Nurses, Brazos County American Heart Association, the Health for All Clinic, and Aggieland Pregnancy Outreach. She is also a past board member of the Mental Health Mental Retardation Authority of Brazos Valley, Brazos County Habitat for Humanity, St. Michael’s Christian Academy, and past president of the Blinn Junior College Vocational Nursing Advisory Board. Ms. Nutall is a graduate of the Bryan School of Vocational Nursing and is an active member of the Allen Chapel African Methodist Church in Bryan, Texas.
